Why do this floating crane look so, what's its porpose?

I think it's a level luffing crane, with a luffing cab..
Meant for precise movement of a load near ground level, the cab allows for improved drivers view..

Never noticed it before but if iI had to guess it would be shallow water? Either that or it has to do with speed. Like a no wake zone.

That's correct Fire, it marks the shallow water. The topsign and colour tells you to pass it on the west side.
