I am guessing that it was for eastbound trips. There was, in fact, a UK flag that could be flown from the mainmast. When I typed that up, it was assuming that Ship Sim had no way of telling a difference between inbound and outbound at a harbor.
Also, Jack, Ireland didn't construct Titanic. Even today, Belfast is in Norther Ireland, part of the UK. The Republic of Ireland wasn't sovereign in 1912 and as such had no courtesy flag.
