Well,it has something to do with some dangers in the waters(wrecks,sandbanks)
sometimes their are letters on them,but it has more to do with the name of the danger that it covers.
On the river scheldt you can see them (the small ones) in the "schaar van Waarde"and "Schaar van de Noord"
However the question is just how many times does a westerly cardinale flashes.

westerly cardinales give out nine white short flashes.

Now if I'm right here is the next question : Subsequently to the sinking of the tricolor in the Channel, IALA requested and introduced a new mark for new hazards, what are the specifity of the new buoy, colour and light?

Hmm...
A new "emergency wreck marking buoy".
Here is a short description of the new buoys, I think?
Blue and yellow vertical stripes, flashing blue, then yellow.
