Why do this floating crane look so, what's its porpose?

I think it's a level luffing crane, with a luffing cab..
Meant for precise movement of a load near ground level, the cab allows for improved drivers view..

Well, you got a right point there. They're related to those, but I'm asking why do such cranes looks so, like on 1st image, & not like on 2nd. That crane on 1st - is for the special porpose (which?)  & there're lots of them in Rotterdam. Though you know.

Used for trans-shipment overside to river craft?

However, he gives a relief to some players who just can't take the hard ultra-specialized questions

Can't stand the stuff  ;D and usually don't have time to think of a question so guess I'd better stop answering the "hard questions" that others can't get.

Never noticed it before but if iI had to guess it would be shallow water? Either that or it has to do with speed. Like a no wake zone.
