Hi NIN,
It is spelled “moor”. Only some free-roam environments have mooring bollards. You can find posts by others who have found them.
If you want to be able to moor, or do other activities, you can always make your own free-roam environment by using the Mission Editor.

You can also choose an existing mission that has the player ship that you want, along with whatever else you need. You can simply start the mission and do your own thing, ignoring the waypoints.

You can download the Mission Editor Tutorial from here:

http://www.shipsim.com/ShipSimForum/index.php/topic,2886.0.html (http://www.shipsim.com/ShipSimForum/index.php/topic,2886.0.html)

I suggest you study it and run some examples. Do not upload anything unless you have tested it thoroughly, or you will make some nasty people very angry.

No Problem  :)

Unfortunately Captain Best there are no mooring boulders at the P&O Terminal so you have to anchor  :-\

Maybe they could include mooring sites in Free Roam in an update or in the next version Ship Sim. (Presumably the latter of the two)

Well you never know, but I haven't heard anything that suggest they would do that.

This is one of the only things missing from ShipSim. The inability to do free roam and moor somewhere is quite an oversight I think. Is there any reason there aren't bollards placed randomly around the place?

As pointed out many, many times, you can always make your own free-roam environment with whatever you want in it. Or simply mess around in a mission that has what you want.
Bollards are objects which take memory and add to the loading time. Placing bollards in every conceivable spot where someone might want to moor would not be an intelligent thing to do.

Just released a new mission on the Creators Forum in which I have put bollards everywhere in Rotterdam and given you 4 vessels to play in, with a loose "story line".

It's just awaiting final testing and release by the Mission Reviewers.
