I'd say it's RMS Titanic, Her helm is in the middle of the bridge and is steerable in camera 1 and 4 when at either the Bridge zoomed all the way in or the docking bridge.

If I can remember, the SS06 Powerboat, Harbor Tug, and Continer ship had a person at the helm. And the person is found on Selsey II. Here is a picture of the Harbor tug with the man from www.shipsim.com:

EDIT: The person is sat at a navigator's seat(?) on the Selsey II. And since this is for SS08 only, the Tugboat, Powerboat and Yacht are irrelevant. Sorry...
