Because it is better this way. Because then everyone gets it on one day, because paradox prefered this, perhaps aswell. What does it matter? Once they were certain about some things, they decided on this course of action. They have their reasons. And their reasons are valid, and you don't need to know all the little details. Simple as that. You've been answered a few questions elsewhere, but you keep asking the same stuff.
Why do you think they have an obligation to explain everything? Sorry but they don't. They announce news and such when and if appropriate and that is that. And they have explained a lot of this. But you'd have to go read that, instead of posting more questions without searching for the already given answers.
What does it matter if you know why the 2nd became the 9th, all that matter is that it did. Nothing will change it. They have their reasons. You pay for a game, not for reasons as to why a company does what they do in the development of the game. As I said.. game development isn't an exact science and things change. If you cannot imagine why this might be, it's no use explaining it anyway.
