It certainly would but I don't know.  8)
It would lead to hundreds of posts saying "can we have weapons" and that would ruin the game in my opinion. If it was made VSTEP would need to be clear on there intentions.

I believe I posted in a topic similar to this once and I said "Vstep adding a Navy vessel would be an accident waiting to happen. First it would lead to the ship, Then to weapons, Then to weapons on MP, Then to tons of complaints pouring in with people whining about their ship being sunk. THEN, There would be all these ideas about forcefeilds and everything and it will turn into fantasy battle simulator ;D"

I agree with you.  ;D But if VSTEP were strong enough in their intentions I think they could release a ship with no useable weapons.
