That's speculation, and if you read the Announcement about the name change, you'll see that it wasn't late, just
too late to use the 2007 name in certain Countries:
After some discussions with our publishers and distributors, we are changing the name of the upcoming release of Ship Simulator to 2008 (instead of 2007).
This is because in some countries the game will come out in September, which is too late to use the 2007 year in the name.
