No, for a number of reasons:
Most harbor cranes are Eye Candy—they don’t operate. Neither does the crane on the oil platform.
The only operating crane is the player object crane that is in the built-in Container Loading mission, or in any similar custom mission. That crane works only with the Vermaas, and can only load, not unload.
In free-roam, the Rotterdam environment does not have that crane. Even if you chose the Vermaas as the player vessel, you could not use the crane.
My suggestion is to use the Mission Editor to create an environment with Crane & Vermaas. The tutorial has a section on using the crane.
