Hi I was just wondering about "Ship Simulator 2008"...

Will it be an expansion pack? Or a whole new game?

Thats right, SS2008 is an upgrade rather than an update and is the second core release of the product. The official SS releases are as follows:

Ship Simulator 2006 [Released 2006]
Ship Simulator 2006 Official Add On [Released 2007]
Ship Simulator 2008 [Coming Soon - July/September 2007]

If you're living in the UK and Germany SS08 shall be available in July 2007 and in other countries from September 2007.
