Why cant i go to up to E or down to O deck on the Oceana ?

hello i cant go up to E deck on the Oceana weather i want to go up or down i cant i can only go to from K deck to I deck? please respond.

Unfortunately for optimization reasons some of the interior areas had to be limited resulting in lost walktrough space.
