The text was written relatively early, and concerns the first versions of the Orient Star These versions only had manoeuvring controls. Since then, a steering wheel has been added, specifically for steering the ships, Orient Star and later MS Oceana. This wheel will turn both azimuthing thrusters together, at a slower pace than achieved by the azimuthing controls, and limited to 35° both sides.
The azimuth thruster on Javelin is not only controlled by the azimuting on screen lever, but also by the keyboard keys assigned to pivoting thrusters, "Bowthruster 1 turn to port (starboard)", to rotate the thruster.
Its RPM up or down are likewise commanded by the "Bowthruster 2 turn to port (starboard)".

I think to have made the same assignment the Cutter azimuth thruster, Deo Favente, Mare Australe.
It is also perhaps worth remembering that Javelin's azimuth thruster is positioned starboard, slightly ahead of the rear crane.
To handle Cratus or Bugsier, the thrusters are first turned 90°, aiming at each other, then RPM are set at the same speed and thrust desired level. Without changing the throttles, the tugs can be handled by only pivoting the controls. It is relatively (very) easy if 6 adjacent keyboard keys have been assigned to the ship "rudders", and if precision steering is used.
