Hi

Try using Weebly, it is completely free, no trial, but it's online, first you make your own website then you can edit it anytime, though if you want to use  some feautures not accessible to free version you have to pay a very expensive price.  :( but this is what i use to make a website and for good sake i suggest it to you.  :)

But if you really need a downloaded software, i don't have knowledge of a completely free, downloadable website software... all i see is a free, limited trial for at least 30 days. But since Weebly is completely free, no 30-day trials or whatever, i suggest you use it though it's online website software.

The problem is that I need it to be built off line as i can't get Internet in school

Joomla! is a pain to run "clientside". If you're looking at using Joomla! or any other CMS type software, I'd do any editing you need to do on-line via the control panel and built in eiditors.

  • NVU: http://www.net2.com/nvu/
  • KompoZer: http://kompozer.net/
  • FirstPage: http://www.evrsoft.com/
  • Matizha Sublime: http://www.matizha.com/sublime/
  • Amaya: http://www.w3.org/Amaya/
  • Aptana Studio: http://www.aptana.com/
  • BlueGriffon : http://bluegriffon.org/pages/Download
BlueGriffon is a good alternative to Kompozer, which is no longer maintained.
