Is this a good PC for Ship Extremes?

4GB RAM
Graphic card: Nvidia GTS450

2.8 GHz   (3.1 GHz with Turbo Boost)

Hard drive capacity: 2000 GB

Windows 7 Home Premium 64-bit
Graphic memorie: 512 MB
Intel Core i5

Iknow it can run Low and Medium i dont know yet but High i realy dont know.

It's a good idea to start from the top, in this case high. I'm a guy who likes his realism and will push it just a bit more to see what she can give me. If you notice bad frame rates, then you can start tweaking things. I will show you my settings, might help you with yours. The rule of thumb to remember, is to make sure any other UN-neccesary applications are closed to ensure maximum efficiency of what she can give you.

I already bought the game 1 year ago and played but on Low settings because it don't have the GHz and Graphic card...

Pay particular attension to your graphics card, many games require a decent graphics card, so look about spending over £140 for a decent card. One that has a high core clock speed and memory over 512mb will certainly be capable of running this game.

I have a core i7 machine 2.6Ghz, 6GB RAM and a GTX GeForce 260 graphics card and it runs SSE very well :)

Acording to this:  http://community.futuremark.com/hardware/gpu-list/ TheBobBarker´s  graphics card (number 54) is similar to performance to yours (number 50).  So its reasonable to assume that his computer as it is will also run the game very well.

TheBobBarker´s  CPU according to this: http://www.cpubenchmark.net/high_end_cpus.html benchmarks at 5,572.  Not sure where yours is in the chart for comparisson.
