Can i increase speed the Pride Of Rotterdam?

You can't, unfortunatly. Altough (not sure if it is in SS08), if you do try to increase speeds, you will break the rules.

Push forward on both combinators... that should do it

Also, if you have the update patch you could try switching the engines on (there is a simple carkey like start quite typical of the average ropax)

ok i have this,but i want speed 38kn +-.Can I ?

The Pride of Rotterdam is not build/designed for 38 knots, only High Speed Craft can sensibly achieve this speed

No, you can't. I strongly suggest that you won't try it either, because it's in violation with the EULA which you agreed with upon installing the game. If you decide to do it anyway, disciplinary actions will be taken.
