According to a post on Steam (i.e., Steam Users' Forums > Steam Game Discussions > Q - S > Ship Simulator Extremes) an unknown individual has a fix. The person who posted this fix is Tatox.
I, FuzzyG, am happy to report that the following items worked. I will number them accordingly because I did not have to perform all the required steps. I also made a few edits for clearer readability

Fix for QuestVeiwer.exe load up ERROR.
1) Go to My Computer and locate where the game is saved. For example:
C:/program files x86/steam/steamapps/common/ship simulator extremes/resources/redist.
2) Now install the following in the exact order:
dxwebsetup.exe (Note you may have to run this program to uninstall and then run it again to reinstall)
Physx_9.10.0129_SystemsSoftware.exe
vcredist.exe
Note: Tatox recommended the remaining steps but I did not have to perform them in order for the game to run after completing steps 1 & 2. I simply clicked on the shortcut created by Steam on my desktop and it started up correctly. However, if you have problems, consider running them...
3) Now launch unregister.exe
C:/program files x86/steam/steamapps/common/ship simulator extremes/unregister.exe
4) After installing these files you will need to restart your computer. When you log in to steam and try to start SSE it will seem as though it is not going to start but it will run for a few minutes and then away it goes.
5) This worked for me, all credit goes to the guy who wrote it not me. You need to follow it all through even though some parts may seem pointless follow it word to word and it should work.
