Hi Radar123,
You can do 2 things:

1: Download and install the demo of SSE.

2: Give us your DxDiag. (http://80.95.161.114/shipsim/forum/index.php/topic,23335.0.html) which will tell your PC specifications.

Hi i have a windows 7 laptop and extremes works well but only on low graphics so i would A; Check your graphics card B: See that you have enough memory

clockingspeed is also vital to this game, but the DxDiag will tell that all.
