Very low fps

short n simple

AMD Phenom 9500
Sapphire Ati HD 5750
2GB RAM
Win XP (SP3)
500gb+ free space

very low fps!!!, solves by running all setting low and lowest resolution
but it does not solves when at harbor( Rotterdam/solent etc.)

My monitor's resolution:1280x1024
SSE runs at lowest resolution:1024x768

Why??? :-[

well everytime im in a harbor it gets very laggy even after setting all to low, and if i set anything above low, even Atlantic ocean also lags..

is this due to bugs of the game ?? or unoptimized game engine??

You are not talking about Multiplayer I assume..?
Your system seems capable enough, maybe someone else can shed some light..

I run SSE on high, should I do that?

The game is lagging a bit, but not much. I will say that the lagging is as the same in SS08.
