only the protector have a rib that can be launched

wrong, they both have ribs! and can both be launched!! the cutter's rib is on the portside behind the bridge, the smaller boat has a wetdock with a rib in

I dont see an option to launch it...

On the far bottom right there is a button next to the nav lights that looks like a RHIB, If you can click it and open up a menu (of boats to launch) then you can.
