Is there a Visual C++ SDK released yet?

Hey guys I was just wondering about a C++ SDK, and if there is one available enabling us to make our own add-ons for example, Dynamically Changing weather, Weapon Systems like for warships, Dynamic Damage, Player's body uses a 3d rag-doll instead of an Invisible Camera.


This would help increase the Realism of multi-player and help further develop the community of Ship Simulator, If there is one available id love a link :)
