Looks like a double ender :P

EDIT: Looking at the Porta-John on deck, and the guys in coveralls, it looks like a construction ship?  :-\ ???

coulit be a fuel tender?
dont think so if u look closely it must have a lower  deck ihas windows

Back on topic... I wonder if this boat might be some estuary/harbour/river monitoring vessel perhaps designed to survey the depth of rivers (silt etc) in countries that use waterways commercially (ie everywhere in Europe).

Those windows might be for crew day quarters for lots of engineering type of people. It reminds me of a boat I saw in Boulogne this year.
