"Bunker Towing in Rotterdam"

I have been working through this mission and have run into a snag. After finishing with the bunkering and securing the tanker and tugs at their berths I am unable to get the Sherpa to move from it's berth. After letting go of the mooring lines the vessel will not move, even with full power. I even brought one of the tugs back, hooked up a tow line and tried to tow it out of it's berth but no luck. What am I doing wrong?

You are not doing anything wrong if you look there is an update for
that mission in custom missions the first one she is aground.

Where exactly can I find the updated mission? I looked around but without any luck.
