There would be nothing strange about Titanic flying the American flag. She was an American ship owned by the American shipping company White Star Lines.

Actually she is flying the blue ensign of Great Britain and the Stars and Stripes at the foremast head as a courtesy flag, presumably indicating that she was bound for the USA not, of course, being in US waters.
