And the answer to my question:
From the show "Titanic: How it Really Sank," in Ismay's Trial, he said the Titanic was to have 48 Lifeboats, but it would make her deck look cluttered. You see he said 48 or 65 lifeboats, but in the show, the planned amount of lifeboats was 48.
