You have to edit a file. But it is against the EULA.

What will be the max height for waves in SS2010? The only thing that disappoints me with SS2008 is the 4m max wave height, I think that is way too low considering that in really bad storms it is possible for waves to reach heights of 10m or more.

No info about wave heights for the waves in SS2010 has been released yet. Though SS10 is using a new wave system so it might be a reasonable height.

EDIT: I've had a look at THIS video, thats a video from Pjotr of the wave system in ShipSim pro v2, Under the comments section Pjotr posted:

The current Mission Editor in SS Pro allows Open Ocean sea states as high as 9. This produces significant wave heights of 16.6 meters. These can be increased to 30.4 meters.
Sheltered areas can have sea states as high as 2 — .33 meters to .65 meters.
Ocean currents can be up to 5 knots.
This may be subject to change.

The pro version looked nice at BOOT in Düsseldorf, I was told sea is mix of 2 independent wave patterns.
Told them to look at Sail Simmulator 5 from the con-collegues of Stentec.
It would be nice to have same choises in the interface for current and waves.
This way you can make realistic situations for let's say a moderate off-shore wind and state-of-sea near the coast after an onshore gale on the ocean few days earlier.
Visualizing dumping waves in shallow waters might be a big problem.
