Found on youtube, at first I thought it was a clip from  movie

If the other guy couldn't turn, why didn't he say so before he was that close?

Looks like the Chief is also a dipstick, noticing the other vessel and taking action that late. Unfortunately this is reality.

Because, as you hear on the radio, the second vessel claims that the collision can be avoided if the Chief Officer keeps his speed.

According to the collision regulations, he has to keep his course and speed. The other vessel on his port side should alter course to starboard like they did. So far, so good (except that both vessel waited that long with taking action). There can be a lot of reasons why the other ship wasnt able to turn anymore, fault in the steering equipment, black out etc. etc.

That sort of thing does happen in reality I can assure you. That is why deck officers have to be properly trained and aware that not everyone obeys the rules.

I remember seeing this video before, its quite scary to think that I (in the near future) could be in a situation like this, or anybody else :o

I guess this is part of the danger at sea, the ships can't put on the brakes.... :o :-X :-\

And it's part of COLREGS that even if you are the stand-on vessel, you don't stand on if that will result in a collision, regardless of who caused the situation and how.

If things have progressed so far that avoidance requires turning by both vessels, then both must turn. If the give-way vessel isn't giving way, for any reason, the stand-on vessel should take avoiding actions.

You must take all neccessary actions in a way that your intentions will be obvious to the other vessel.
