Sinking of Lusitania

I studied the Lusitania tragely in order to prepare for my book.  But one question of mine reminds unanswered.

Was the Germans responsible for the sinking of Lusitania or Churchill, the first sealord? And why didn't Captain Turner didn't Zigzag despite warnings of U-boats off the coast of Ireland?

As far as I konw, she was only steaming at 18 knots off Ireland, when she was sighted by a U-Boat and was torpedoed. Can't remember where I read that, so it may not be the most realiable of sources, not sure ;)
