Help how to get a picture under 500 KB

Need help please,
                       Need to know how to,if you have JPEG picture over 500 kb how to chance the size ie kb,
Only have on my pc paint and is there is a free program for it or one need to buy ?,tryed search no look help.

This reason want to put some pictures on another forum they must be JPEG that no problem
but the size is they have to be under 500 KB.

When you save your image, there should be a control somewhere that allows you to specify the compression level. The higher the compression, the worse the quality. Try different values until you find one that gives you the best compromise.

Open image in paint.
save image as JPEG. That should work.
