No tyres slung from the sides of piers above the water's edge?

Hi folks,

I am sorry if what I ask seems to be based on an archaic view of docks, but no tyres hang down the sides of piers,   just above the water's edge ? 

This prevents damage to the hull when the hull slips too close against the pier walls...........is this discontinued?
