Hi Martman101,
If you purchase the boxed version from the Ship Simulator website then no, you will not need steam.
However, the versions of the game which do have steam will come with the installer anyway, so everything should be there in the box.
I should also note that Steam are having a few problems with license keys at the moment. This should be sorted soon though
