Oh, it's basically a command line emulator for the Windows GUI. Basically, it allows you to execute commands to preform various actions such as copying a file, you just do it with code. Computers of the old days used to be like the command prompt, except that was it. There was no cursor or start menu. Now it's mainly used for preforming special advanced tasks. ;)

My father got me this new wireless mouse for my netbook since the other mouse I used before called quits and hasn't worked since.

I have a German (QWERTZ) keyboard, but I have it configured as a UK keyboard so that no matter what the key actually says the output is what it should be if I hadn't been so daft as to buy a laptop in Germany.
