The 06 version doesn't have free roam but there are some missions where you can just cruise around or you can just make your own missions with all the boats you want(don't to many boats in one mission....your game will run very slowly then i suspect) and just cruise around ;)

Afraid not my friend, it was a feature added to SS08 after a HUGE amount of requests for it to be patched into SS06.
If you have the addon though the first 6 missions of that are freeroams with the new ships.

Get the addon, the 1.8 patch and the extra missions for addon patch (both of which are free) and all missions will be open from the beginning......all 130 of them!
