I don't know aboiut the US, but unfortunately in the UK there is no age limit meaning that any idiot can buy a boat and take it to sea.  While the vast majority of small boat owners get themselves either experience somewhere or proper training, there are still a significant minority who don't.

The limit in the UK is that anyone can own a yatch and take it to sea if its under 24mtr's in length AND weighs less that 70grt, although it might be DWT.
The US I belive requires you to have a license, which you can get at 18.
