As is happens ballast, yes!
I've got my hands on the various bits and bats I need, and so far i've been able to make a basic 3D ocean! (with actual physics and everything!) although theres no waves (YET). I'm thinking about setting a website up.
I'll post a link to some picies when i'm happy that i'm at the stage to show the work sofar :)
