Yes, that's true. I always found it odd that, you don't need any sort of license to navigate a boat...To me, boating is just as dangerous (If not more dangerous) than driving a car.
I know a few grown adults, that have actually gone out of Fleetwood, not a clue at all about boating (And Fleetwood is deadly enough for experienced people, I know a few people that have been here for years sailing, and been caught on sand banks, and the likes), and not known what side of the buoys they should be on or anything. I think the way it is, is that, you get these people looking at the boats go in and out, and they think "That looks easy", so they go and buy a boat, and they think that they can sail anywhere, and there are no such things as sand banks, and depths....
A few weeks back, some guys in a little yacht, had no VHF radio. Stena Leader was about to depart (We all hear when she's coming out), and they had no clue whatsoever. The Leader was heading towards them, they managed to dodge her.....rediculous.
