I know this is off topic but do any of u know if the gta IV police boat has siren & lights?

yes it does to toggle it on/off
(if you have PS3) you hit the r3 button or better known as the analog stick if that doesnt work try the sound menue and it may be under FX

I've never tried the police boat, but did you find the tug you are able to sail? The sound is incredibly good for it.
