Will there not be retards (like me) playing online running into people causing them to sink and start over, or is there a system that will prevent this?

Most hosting servers for online games require one person to set it up and 'invite' others into it. I doubt any server will allow unlimited players in each game.

So simple: the 'master' player will boot the idiots out... Or fire a torpedo at them or whatever

LOL the master player would get a nuclair sub and when you don't play fair you'll get a few torpedo's up your a** ;D That would be good a good reason to not indented crash into other players.
