The initial remark, also an indirect question asked with great subtlety by Michael cit. It would be interesting to know how the relationship between sea and movement is derived.  If it is like the ship dynamics in SS2006 (ie depending on more-or-less arbitrary parameters) I fear we will be in for many of the same problems.
Then cit. Again, the issue is very complicated and not at all susceptible to easy solutions. With some simplifications, an approximation of realistic movement might be achieved -- and I wish, not for the first time, that we knew how the Vstep physics engine works.
Without an answer, directions from the developers, there is no way to do useful remarks. Perhaps was it more a wish than a question.
I thought you, having closer ties through the NVDG, could channel the question/wish with a greater chance of success?
Regards,
Luc

Oh, I am bringing this to their attention and already have in some respects. I hope it helps.

Is there anyway to get waves like the ones in the sea missions during free roam?? The sea area is totally flat with 4m waves...its more like 1m waves.
