Will it ever be possible to launch Billy Greene from Esperanza? The boat is very small and it can not drive to the Antartic alone.

If you want Billy Greene in the Southern Ocean, you can create a mission with her in that environment, or teleported there.

If this is what you had in mind, you should request it for 1.4. It is probably too late to get it in 1.3.5.
