I know this is really going to sound weird but, if you want to learn the easiest way to "tour" NY city, the best place to start is at Liberty Island Park....in New Jersey.
There is some really interesting facts about doing this (in real life).
you don't pay to cross a bridge into NY city, your car stays parked in a secured parking lot, right next to a police station.
taking the ferry's, in this case 2008 w/o horizons (for now) it looks like it would be the water taxi where you go from the park, to the museum, to the statue (which by the way is a lighthouse) then return to the park. after returning to the park (in real life) you do take a little yellow water taxi just like what ss2008 has over to the WTC dome which runs every hour. now here the inside information, that little yellow water taxi is berthed right in front of a docked shrimp boat that is painted all RED....that is a restaurant and the prices are not that bad compared to the other restaurant that is near by at $100.00 (US) a plate.
taking the water ferry over to the the dome enables you to see the WTC area, and a very easy walk to the subway, where of course you just will have to go to times square......
with SS2008, I can make up a "mission" where you would use the fast ferry to run people to the museum, then over to the statue and then back to the park, where you could continue ferrying people back and forth or jump over to the water taxi and take people over to the dome...

btw (I would like to thank the graphic guys who worked on the nyc area, you got it pretty good right down to the lions heads on the museum and the ferry dock at the statue, haven't played it at night yet to see if the torch is lite but at least the one possible big major bobo wasn't there....the wtc towers, it does look as it would look today if you went there.
