when im on server 6 in multiplayer and i push ~ button and i wright:   ~fly~

it doesnt do anything!!

i have nevest version and everything OK but it doesnt fly! 

whats the matter!!!

It could be that server admin disabled the cheats on his server.

i can't explain, but i have the same problem.

As I said, either the server admin disabled using the cheats on his server so it's impossible to cheat for all players on that server, or you're doing something wrong while inputting the code.

When you input the  `fly  or  ~fly  your ship will bounce a little out of the water (easy noticeable on little ships/boats, hard - on large).   
To "fly" during some time you need to fast & continuously type  ~flyflyflyflyflyflyflyflyfly   (or with  `  at the beginning).
