I would suppose that they have not got around to making a thumbnail for the frigate and used the pilot boat instead so that the ship folder would be complete and load without an error. It is still a work in progress and needs more stuff before it is ready for release. For instance, they need to boresight the gun; it shoots left by about a mil.
