Can I handle It?

I just bought this game and it runs. But it is laggy all of the time.

my comp. is-->

Pentium (R) Dual Core CPU T4300 @2.10 GHz

Installed memorey (ram): 4.00 GB

Video card: Mobile Intel (R) 4 Series Express Chipset Family

If not why not and can I change it?

Here's my 50cents on this, when I was looking to buy SSE at the same time I had this game also that I wanted to run which i do now. It was called SH5 released this year, so first thing that tells you here is that you would need a graphics card that can play most games released the past 6 months. When I brought my new computer, I was very tough on what can it be because I was sick of all the games I wanted to play never worked. I think SSE is alot like SH5 when it comes to how much resources it needs, I went to check here http://www.game-debate.com/games/index.php?g_id=749&game=Silent%20Hunter%205. SO you could try here to get a rough estimation.

So the requirements for this game to run smooth are:

System requirements
Operating system:   Windows XP (Min. service pack 2), Windows Vista or Windows 7.
32 and 64 bits OS supported
Memory:   2GB (Windows XP) or 3GB (Vista or Windows 7)
Processor:   3 Ghz P4 Intel or AMD equivalent processor
Video card:   Geforce 8800GT or ATI Radeon HD 4850 with 256MB ram (Shader model 3.0)
Hard disc space:   3.5GB
Drive:   4x PC DVD-ROM
Input controllers:   Mouse with scroll wheel
Sound:   DirectX 9.0c compatible
DirectX:   Version 9.0c
Controller:   Optional controller support DirectX 9.0c compatible
Internet:   Broadband Internet connection required for Multiplayer

Then what you can do is, go on the site and check your graphics card, etc with SH5 first, then if it looks very good, then you could get a good estimation that I SSE will run fine

You graphic chip/card do not support the game, it to slow,

If you have a laptop pc then bay a new one, can't upgrade to expensive to do 
desk top pc bay a new graphic card

Do all desktops come with a dedicated graphics card?

Desktop pc come with ore without dedicated graphics card but that no problem, if you have a desktop with inboard graphics card then you have usually a pce slot where you can put in a new card, the most important are that the pc meet the system requirements to run the game
