It is none of it, not a full game and not an expansion pack.
It is sold as a full game, but there are so many bugs and so little to do in the game so I would not name it a full game, but it will be. Like SS08 so will there come updates and after some time it will turn in a full game. Now so does it more look like an updated beta version of Ship Simulator 2008(with bugs and less thing to controle). I finished all missions in less than four days, and that is very short time to be a full game, but there is a positive thing with this, and that is that the game will last for much longer.
