no this is not possible, the producers of shipsim ( v-step ) has chosen not to let other players design and/or add boats.

Actually, Vstep have a process to allow users to get ships into the game, but very few have managed it, because it is very complicated and parts can only be done by Vstep.

Downloading ships from the internet sounds more like downloading paperwork and not the real model. That's why you still need to design it after downloading it. Vstep could maybe give you a few tips about it but i don't know.
