You use the mission editer that comes with SS 2008

It comes together with the patch or NH. So when you'll have version 1.4 or 1.4.2 of the game - the mission editor is already there.

Start > All Programs > Ship Simulator 2008 > Mission Editor > Ship Simulator 2008 Mission Editor
