A Q for those with sailing experience...
I've noticed in Bilbao, Cherbourg, St Malo... That some ferry operators have to use pilots, where others have obviously held PEC.
In Bilbao P&O sail in often enough to have surely gained experience to apply for PEC but still need a pilot. Yet Spanish flagged vessels of a similar size don't have pilots (presumably they have PECs).
In Britain any nationality officers that have met the requirements can get PEC (Calais, Boulogne and Dunkirk in France, don't know about the rest of Europe)
It seems like some countries are only allowing their own flag carriers PECs. Am I right???
