Title: Roaming the Orient-Star

Is it possible to Roam on the decks below the Lido deck?  Is it possible to go down to the Promendade deck?

as far as i know there is no normal way to get to the boatdeck of the Orient star,
in SS08 or 06 i don't remember, you could use a glitch to fall down to the boatdeck.

so normally the only walkable spaces on the ocean star are the bridge and all decks from the pooldeck up, not below.

ive covered every inch of it. i cant find the stairs.

Correct. Basically go down to the swimming pool at the stern and try to get along the corridors behind the stairs (under the awning). Try and aim for the doorframes that don't have doors in them. when you can get right up to them, go towards the corridor and fall!

Dunno if it still works in SSE though :-\
