The only way is to increase the wave heights with the mission editor for open sea missions. No more, no less.. ;)

but how do you get to edit a mission. i dont hav a mission to edit

Well, you can't do this with the official missions from VSTEP, but with your own and those, you can download from here.

i alreaddy tried that, but you cant get higher waves than in free roam
